Ronald G. Sykes serves as COO and General Counsel of Dugan/Sykes Consulting Services, Inc. In this capacity Mr. Sykes directs and oversees all lobbying activities for the Firm’s Clients. This requires a detailed understanding of major public policy issues affecting a broad cross-section of industry sectors ranging from national energy and environmental policy to alternative fuels and electric power generation and others. Mr. Sykes brings to bear over 25 years of experience in the federal legislative and regulatory process.

Mr. Sykes began his career with General Motors in 1967 and retired in 1999 after 31 years. From 1985 until his retirement, Mr. Sykes represented General Motors in Washington, D.C. on various environmental and legal reform matters, including reauthorization of the Clean Air Act and other environmental statutes. During this time, Mr. Sykes was a member of the Steering Committee for the Clean Air Act Working Group assigned to develop and implement the business community's political and legislative strategy from 1985 to 1990, leading up to passage of the Clean Air Act Amendments of 1990. Mr. Sykes was a member of the Steering Committee and co-chair of the Finance Committee of the House/Senate Legal Reform Coalition assigned to develop and implement the business community's political and legislative strategy on legal reform from 1994 to 1998. During this period, Mr. Sykes also served as a member of the Executive Committee and co-chair of the Political Outreach Committee of the Air Quality Coalition (AQC) organized to development and implement the business community's political and legislative strategy to manage EPA's proposed rules for ozone and particulate matter, including grassroots mobilization of allied resources and development of Coalition communications strategies.

Upon his retirement from GM, Mr. Sykes founded RGS Enterprises, Inc. as a full-service Lobbying Firm and served as President and CEO until the formation of Dugan/Sykes Consulting Services, Inc.

Mr. Sykes earned a Bachelor's degree in Business Administration from the University of Detroit in 1973. Mr. Sykes holds a Master's degree in Public Administration/Political Science also from the University of Detroit. Mr. Sykes received his Doctorate of Law, with honors, from the Detroit College of Law in 1985. Mr. Sykes is also a graduate of the Yale Executive Management School Program. Mr. Sykes is a member in good standing of the Michigan Bar Association and the District of Columbia Bar Association.
