Alicia A. Dugan-Sykes is President and CEO of Dugan/Sykes Consulting Services, Inc. Mrs. Dugan-Sykes co-directs and oversees all Outreach and Issue Education and grassroots mobilization activities for the Firm’s Clients. This requires a detailed understanding of major public policy issues affecting a broad cross-section of industry sectors ranging from national energy and environmental policy to alternative fuels and electric power generation, tax, foreign affairs and others. Mrs. Dugan-Sykes brings to bear over 15 years of experience in the federal legislative and regulatory process and Washington politics.
Past Projects include the NAAQS debate for the Air Quality Coalition; Superfund reauthorization for the Superfund Action Alliance; EPA’s Tier II Exhaust Emission Standards for light trucks on behalf of General Motors Corporation; “Death Tax” elimination debate for the Tax Policy Group; various environmental issues and energy policy issue Projects for the Edison Electric Institute; general oversight of relevant issues for the Texas Conference of Black Mayors.

Mrs. Dugan-Sykes also specializes in grassroots education and mobilization of minority third-party non-traditional allies and minority locally elected officials on federal legislative and regulatory issues. Mrs. Dugan-Sykes reaches out to various grassroots/grass-tops groups and organizations to provide education on the synergies between their interests as leaders of communities and those of corporate America and mobilization on those issues of common interest. Resulting efforts often include supporting resolutions, petitions, letters of support, op-ed/letter to the editor pieces in local newspaper outlets, congressional testimony and participation in agency hearings.

Mrs. Dugan-Sykes began her career in Washington, DC in 1988 working on the Presidential election campaign team of George H.W. Bush. Mrs. Dugan-Sykes accepted a Presidential appointment thereafter and spent the next 4 years in the Bush Administration’s Department of Education, involved primarily with budget matters related to funding of Historically Black Colleges and Universities. Upon leaving the Administration in 1992, Mrs. Dugan-Sykes was Director of Medical Services for the U.S. based Royal Saudi Navy program as a contract consultant with Booz-Allen & Hamilton, 1993-1996.

Mrs. Dugan-Sykes holds an undergraduate degree in Political Science from the University of Pittsburgh, PA 1986. Mrs. Dugan-Sykes earned her Master’s Degree in International Transactions from George Mason University, VA 1993.
